Universal Application
Most Boreal Waters scholarships are applied for through a single, universal application. That application opens December 1, 2025 and will close February 24, 2026 at 11:59 p.m.
Jack and Mary Rowe Memorial Scholarship Fund — Overview
The Jack and Mary Rowe Memorial Scholarship recognizes strong academic achievement among students pursuing engineering degrees who graduate from public high schools in Duluth, Hermantown, or Proctor. Established in memory of Jack and Mary Rowe, this award is intended to honor Jack Rowe’s successful engineering career with Minnesota Power. This scholarship is merit‑based and is not awarded on the basis of financial need.
Eligibility
- Must be a graduate of one of the following public high schools: Duluth Denfeld, Duluth East, Harbor City International School, Hermantown High School, or Proctor High School.
- Academic requirement: cumulative GPA of 3.9 or higher; a GPA of 3.5 or higher is acceptable if the student’s coursework includes honors classes.
- Planned field of study: Engineering.
- Applicants must show involvement in extracurricular activities, community service, or employment.
Award
- Amount: $4,500 (one year)
How to Apply / Grant Cycle
- Apply via the Universal Application (opens December 1, 2025; closes February 24, 2026 at 11:59 p.m.)
Notification
- Selected recipients will be notified by email no later than May 1, 2026.
Scholarship Payment Schedule
- Fall semester payment to the recipient’s school: by July 30, 2026
- Spring semester payment to the recipient’s school: by December 30, 2026
Tax guidance
Boreal Waters recommends that scholarship recipients consult a tax professional about the taxability of scholarship funds. According to IRS guidance, scholarship and fellowship amounts are nontaxable if both of these conditions are met:
1) You are a candidate for a degree at an educational institution that has a regular faculty and curriculum and a regularly enrolled student body attending at its educational location; and
2) The funds are used to pay qualified expenses such as tuition and required fees for enrollment or attendance, or fees, books, supplies, and equipment required for courses at the institution.
